The cell was based in the Tulkarem area in Judea and Samaria and was plotting a shooting attack. The leader of the cell was Hezbollah operative, Mahmoud Zaghloul. He was recruited on social media networks by Jawad Nasrallah, the son of Hezbollah leader, Hassan Nasrallah.

The cell received instructions and guidance regarding executing terror attacks using explosives, training suicide bombers, gathering information on security forces, and purchasing weapons from an additional Hezbollah operative.
This is a highly unusual incident as the terror cell grew under the direction of Hezbollah. The organization is trying to ride the wave of terror in Israel and is working hard to fan the flames of incitement. It is taking advantage of the Palestinian population, and is seducing its young people to carry out attacks in return for money.
Hezbollah secretly uses the internet to recruit and direct terror cells from abroad in order to carry out terror attacks.
