The IDF and ISA Eliminated the Head of Hamas' Military Wing’s Weapons Production Headquarters—One of the Architects of the October 7 Massacre.

On Saturday, December 13, 2025, the IDF, in coordination with the ISA, carried out a targeted strike that eliminated Ra’ad Sa’ad, Head of Hamas’ Weapons Production Headquarters and one of the architects of the October 7 massacre.

In recent weeks, the IDF identified repeated attempts by Hamas to carry out terrorist attacks, including the use of explosive devices against IDF troops—actions that constitute a blatant violation of the ceasefire agreement. Similar violations were also detected as recent as earlier today.

Simultaneously, intelligence assessments revealed ongoing efforts by Hamas to rehabilitate and expand its military capabilities. Ra’a Sa’ad played a central role in these efforts, and his elimination represents a significant blow to the organization’s ability to rearm and rebuild its forces.

 

 

Sa’ad was among the last remaining senior terrorists of Hamas’ military wing in Gaza. Over the years, he held a series of high-ranking positions and maintained close ties with Marwan Issa, the deputy head of Hamas’ military wing.

Among his roles, Sa’ad was responsible for establishing the Gaza City Brigade and served as its commander. He also played a key role in the establishment of Hamas’ naval force in Gaza. Following his tenure as Gaza Brigade commander, he was appointed Chief of Staff for Operations, during which he oversaw the establishment of the Nukhba forces and participated in the planning and coordination of the “Jericho Wall” operational plan—on which Hamas based the October 7 massacre.

Subsequently, Sa’ad was appointed Head of Hamas’ Weapons Production Headquarters, where he oversaw the manufacture of weapons for use by the organization’s military wing ahead of the October 7 Massacre. During the ongoing war, he was responsible for restoring and expanding Hamas’ weapons production capabilities. Explosive devices produced under his authority were used extensively against IDF troops and were responsible for the death of numerous soldiers in Gaza.

In recent months, Sa’ad emerged as a leading figure within Hamas’ military leadership and was directly involved in the organization’s violations of the ceasefire agreement. He continued to oversee weapons production activities in Gaza even during the ceasefire period.

Hamas’ production system serves as the backbone of the organization’s military wing, responsible for manufacturing the weapons used in its attacks against Israel. 

Sa’ad’s elimination significantly undermines Hamas’ ability to rearm and operate. The IDF remains committed to preventing the organization from rebuilding its military strength.
