DCJ's ninth volume asks whether the force design system works for us, or we work for it. The articles written by General Aharon Haliva and Mr. Lazar Berman set the ground for the discussion, challenge the system and present innovative options to reshape the system. In their article, Brigadier General (res.) Dr. Meir Finkel and Mr. Yaniv Friedman discuss the development of the IDF's 'qualitative edge' and call for a reinterpretation of this term. Colonel (res.) Yuval Bazak discusses the historical development of the IDF GHQ treatment of force design and encourages a solution based on the development of a new doctrine. Major (res.) Erez Ne'eman discusses the technological R&D system from an inter-organizational perspective while also looking at processes in civilian environment, and proposes a reexamination of processes. Lt. Colonel Samuel Bomendil examines the rise in the use of autonomous, unmanned systems and the resulting consequences. Major Shai Kivity closes the volume with the  question of how to lead a change in complex organizations which oppose change by their very nature.
