The Pathology of Superiority
ABSTRACT: Western armies struggle to preserve their military superiority over new adversaries, from rising powers like China, to armies of terror, like Hezbullah. According to this paper, the expectation that these states will preserve their technological-military edge over time is itself a costly illusion, which they would do better without. The author suggests an alternative approach to preserving superiority, in which these armies must learn to fight without a technological advantage, and while emphasizing "soft" aspects of superiority such as training and subterfuge.
