Intelligence Superiority

ABSTRACT: The "Momentum" Multi-Year Plan represents a unique window of opportunity to realize the potential embodied in the global information revolution in order to preserve and strengthen the IDF's intelligence superiority. This paper seeks to clearly define this term, and to point to the Military Intelligence Directorate's potential to significantly increase the IDF's battlefield effectiveness, its intelligence dominance over its adversaries at the strategic-operational level and MI's ability to employ its own independent force. "Momentum" is a uniquely opportune moment with the confluence of technological advantage, a concept at the General Staff level and organizational readiness. The current window of opportunity should be exploited so as to overcome the various obstacles, which include resource constraints, organizational conservatism, and difficulty in implementing long-term processes.
