Digital Superiority
ABSTRACT: The IDF's ability to succeed is based on data fusion – of all kinds and in every theater, performed quickly, well and in a way that is accessible to combat forces and commanders. According to this paper, digital superiority does not emerge against an adversary in a particular time or place, but rather it enables force design that will preserve military superiority in all the operational dimensions against a range of adversaries, even when these are in the process of changing. The paper defines digital superiority as 'superiority of fusion' and its contribution to the principle of the Momentum Multi-Year Plan's multi-domain concept. The paper provides a description of the technological, cultural and organizational challenges to actualization of the concept, and of the ways to deal with them.
