Designing Intervention Patterns between the IDF and the Civilian Education System at the Beginning of the State
ABSTRACT: This paper deals with a historical aspect of the manpower challenges with which the IDF contended in the years after the Independence War and the ways in which it did so. The first part of the essay describes the extent of the manpower challenge with which the IDF grappled in those years—from large gaps in the quantity and quality of the manpower in its service, to difficult discipline problems and the integration of varied populations with different needs, to the difficulty of completing operational tasks. The second part of the paper describes the efforts taken by the IDF concerning the civilian education system as an experiment to contend with these challenges, including the experience of designing learning content and even establishing new educational frameworks. The paper presents an important perspective on the manpower challenges that exist today as a focus of the military agenda, and thus may aid decision makers in addressing them.
