A Small and Smart Army? - A Manpower Strategy for the IDF and the Ability to Win

ABSTRACT: One of the key tenets of Israel's national security concept is the system of military service—the requirement to balance between different needs and limitations on the military and society. To do so, the army requires a manpower strategy, which plans efficient, cost-effective, and reliable manpower force design. This article demonstrates how the strategy was formulated in the past and contrasts it to the present lack of strategy—although there exists within the system a recognition of the need. As part of the call for an in-depth conversation on this issue, the authors enumerate key trends and challenges with which the army needs to contend through strategic planning for manpower force design.
