Naval Diplomacy
ABSTRACT: Naval military diplomacy today is more complex and varied than the aggressive use of naval force in earlier periods, and can contribute in concrete ways to Israel's strategic interests by combining soft and hard power. The literature identifies three types of naval diplomacy: cooperation, convincing, and coercion, through which we can signal to adversaries and allies about our abilities and intentions in war and in peace. In India, a country that has to pay close attention to the sea, one can see that the military and political leadership advance naval diplomacy as an integral part of the state's grand strategy, while in Israel naval diplomacy is still seen as a tactical tool. Therefore, Israel's political and military planning and thinking bodies must learn to take advantage of our great naval potential.
