Technological Maneuver
ABSTRACT: Technology constitutes a significant element of the IDF's force design. Its ability to generate revolutions is proven but not guaranteed. This paper discusses the historical transition between the view that doctrinal revolutions do not depend on technology and one that sees technology as a means of doctrinal change. To this end the study defines the concept of "technological maneuver" as "the ability to procure a decisive battlefield advantage though technology," and points to two possible failures in using it – a lack of maturity of the technology and an unfounded assessment of its ability to affect the desired change in doctrine. The resulting recommendation is that there is a need for systems analysis and operations research to examine the potential operational contribution of new technology.
