ABSTRACT: What is the role of national culture in strategic change processes? This paper casts light on strategic change processes in the military and business sectors in Singapore, the United Kingdom, and South Korea using case studies chosen for their similarities to Israel. This study identifies similarities and differences between the business and military sectors in these countries, and what we can learn from them on the connection between culture and change. The paper finds that the design stage is a central component of the transformation process, which originates in the proper diagnosis of the problem. In addition, the paper indicates that the essence of strategic transformation is the operational concept and the theory of victory. The findings allow the reader to think more critically about the internal change processes, in Israel and especially in the IDF.
