The 2015-2016 Wave of Terror: Learning and Development of the Operational Response

ABSTRACT: The terror attacks which started at the end of 2015 and stopped in March 2016, became known in the IDF as "The Greatness of the Hour." The character of the terror in this period was different than expected and required quickly identifying the change and organizing against it. The "new" problem was dealing with undirected terror. The division and its brigades created a new toolbox to create an optimal response to the challenge, through accelerated learning processes and learning lessons from the past. The division developed a concept including multi-domain solutions, according to the analysis of the Palestinian population. The response could lead to a significant decline in terrorist attacks in the region, and support the security situation in Judea and Samaria.
