ABSTRACT: This paper describes the idea of "civilianization of the battlespace" and within that the difficult of the military system to understand and realize the idea. Implementation of the idea includes an effort to understand the Palestinian sphere, analysis of "human topography" and identification of the factors that permit or aid the inspiration of terror. The culmination of the process was in the development of the concept of governance that differentiated between the decisive logic against terrorism and the approach of deterrence and appeasement of the rest of the population. The author emphasizes the unique challenge of command and leadership in routine security in years of crisis and the ability to cope with situations of confusion and uncertainty.
