ABSTRACT: Central Command, which prepared for the challenges of Judea and Samaria, found that this time it was not facing a typical operational system producing terror attacks, but rather spontaneous attacks. The significance of this is not restricted to the tactical level, and instead is characterized as civilian, media-related, and sometimes strategic. The command, at the operational echelon, is required to develop a systemic idea in which, on the one hand, the directive to subordinates is to perform accurate and discriminating operational action, and in which, on the other hand, it is necessary to act in dialogue and coordination with the General Staff , the political echelon, communities in Judea and Samaria, and the other security organizations. Specifically, the command stlil must balance between the desire to use a heavy hand and deter and the desire to avoid escalation.
