Israeli National Security Concepts, from the Reprisal Operations to Operation Protective Edge

ABSTRACT: From its founding, the security concept of the State of Israel has had three dominant elements - deterrence, early-warning, and decisive victory. This paper contends that next to these familiar concepts, to which defense has been added, there exists another security concept - routine security. This concept focuses on routine contention with different challenges and providing accumulated deterrence through continuous operations (retaliatory actions) against terror organizations or those who shelter them. The difference between these concepts is that the first wants to deter escalation, whereas the latter wants the exact opposite—to create escalation in order to deter (to set a high price on our blood). In order to design the desired security reality to avoid the frustration we have experienced in recent conflicts, the author proposes differentiating between the two concepts and matching the action to the proper context.
